ANIMAL REGULATION SERVICES
The City of Redding, California, provides Animal Regulation Services within the corporate city limits. Redding Municipal Code, Title 7, is the guidelines of the Animal Regulation requirement. However, the California Government Code, Food and Agriculture Code, Health and Safety Code, and the California Penal Code also pertains to the comprehensive enforcement evident in Redding. Haven Humane Society is an independent contractor for the City of Redding, administering an Animal Regulation Services contract for the past 20 years. The City of Redding has primary responsibility for Animal Regulation. Information regarding the Redding Municipal Code, Title 7, may be obtained directly at the website shown below. LeeAnne Smith
Lee Anne Smith began work at Haven Humane Society in October of 1987. She was a licensed veterinary technician for Asher Veterinary Hospital for eight years. Lee Anne attended the Basic Humane Officer Academy in 1990 and became the field-training officer that same year. She was promoted to the rank of Lieutenant in 1994 and assumed the duties of Field Services Supervisor. Lee Anne attended the Advanced Humane Officer Academy in 1996. In the spring of 2003, Lee Anne was promoted to the rank of Captain. While Captain Smith has enjoyed her work with the animals, not only as a Veterinary Technician, but also as Field Services Supervisor, seeing abused and neglected animals prompted her to come to work in Animal Regulation enforcement. She felt that if she could reach people before they neglected their animals, perhaps she could make a real difference. Captain Smith has dedicated herself to animal welfare work and has become one of the most respected and knowledgeable professionals in this field of work. Lee Anne is pictured with Officer “Chase.”
Ken Zachman
Kenny Zachman began work at Haven Humane Society in March 2006. He is a 2002 graduate from Pardeeville High School in Wisconsin. He was working as a shipping manager for Mid-West Vet Supply before moving to Redding with his family. After joining his brother, Officer Nick Zachman, for a day in the field, he knew becoming an Animal Regulation Officer was his calling. He loves his job and enjoys helping people and animals in need. He will be attending the Basic Humane Officers Academy in the spring of 2008. In his spare time, he enjoys modifying and racing his 2003 Ford Mustang.
Shannon Hawkins
Shannon Hawkins began work at Haven Humane Society in July of 1996. She started as an Animal Care Technician primarily handling cats and other small animals. She became Cat Room Supervisor in 1998, overseeing the work of three other employees. She joined the Animal Regulation Field Services in November of 2000, after many months of assisting the officers as a volunteer in her spare time. Shannon attended the Basic Humane Officer Academy in 2001, graduating at the top of her class. She was promoted to the rank of Corporal in 2003 and attended the Advanced Humane Academy at that time. Because of her continued excellent work ethic and attention to detail, Shannon was promoted to Sergeant in 2004. She is an asset to the Animal Regulation program handling herself well in the face of daily animal welfare challenges. Shannon is pictured with Officer “Kenai.” Nick Zachman
Nick Zachman began work at Haven Humane Society in March of 2006. Nick moved with his parents to Redding from Wisconsin. He and his wife, Jennifer, both served in the U.S. Army. They were both stationed in Iraq. Nick and Jennifer are both currently serving in the National Guard. Nick was honored to serve his country in “Operation Enduring Freedom,” but is glad to be here working at Haven Humane Society. He truly loves his job and enjoys helping people and animals. Nick will be attending the Basic Humane Officer Academy in the spring of 2007. He is pictured with Officer “Tuff.”
Catie Tainter
Catie Tainter began work at Haven Humane Society in September of 2006. She graduated from Corning High School in 2002. She attended Shasta College and completed the Veterinary Technician courses in May of 2006. Catie has always had a love for animals and enjoys working for Haven Humane Society. She has raised and trained her own horses. Catie would like to expand her knowledge of animals and animal related problems in the field of animal regulation. She takes particular enjoyment in working with livestock as well. Catie will be attending the Basic Humane Officer Academy in the spring of 2007. She is pictured with Officer “Tuff.”
Canine Officers Canine officers have been a vital part of our Animal Regulation Department since 1998. We began our program with two young Border Collies “Misty Lee” and “Blue Dog.” These dogs are trained to help our officers in all phases of animal rescue. They have helped encourage frightened dogs to come to us when they are afraid. These dogs have done everything from crawl under houses to find injured animals to swimming in a pond to rescue an injured duck. We can attribute hundreds of saved creatures to the work of these fine dogs. Each dog must undergo a rigorous training and complete a Canine Good Citizen test. The dogs also serve at many Haven functions and are an iatrical part of our temperament test screening at Haven Humane Society. “Tuff” is a 10 year old Australian Shepherd and the elder member of our canine officers. To date, “Tuff” has temperament tested nearly 780 dogs for our adoption placement program. “Kenai” is a two year old Border Collie. She is still in training but has received her CGC and has tested around 50 dogs so far. “Chase,” is a three year old Border Collie. “Amani” is a one year old Border Collie, and the youngest member of our team. She is still in training, but is doing very well.
Dori Mullings Dori Mullings began work at Haven Humane Society in 2002. Dori came to Redding from southern California, where she was a dispatcher/office manager for a towing company. She worked in our Adoptions Department and began dispatching for Animal Regulations as part of cross-training efforts. She became a vital part of the program and restructured the files and dispatch logs. In January of 2003, Dori took over the Animal Services Office and continues to run a professional program to this day. She is a very important link in the Animal Regulation Department.
